Flagship standard
A common standard for explaining decisions
DReps should remain independent in how they vote. But the way decisions are explained can be clearer, faster to understand, and easier to compare.
Two formats share one vocabulary: a Quick Report for most decisions, and a Full Report when the importance or complexity of a decision warrants more analysis.
A voluntary professional reporting standard. It standardizes reporting, not voting.
Every rationale stands on its own
Published summaries in one standard format: what was reviewed, primary rationale, risks, uncertainty, conflicts, and what could change the position. Never combined into a house view.

- Evidence reviewed
- Budget breakdown, prior delivery record, maintainer commit history, two independent cost comparisons.
- Key risks identified
- Single-team dependency; milestone definitions are output-based rather than outcome-based.
- Expertise consulted
- Independent treasury analyst; open-source maintainer (non-DRep).
- Conflicts of interest
- None material. No commercial relationship with the applicant.
- Reasoning
- Costs are proportionate and the tooling is load-bearing for the ecosystem, but milestone reporting needs to be verifiable.
- What could change my mind
- Evidence that maintenance is already funded elsewhere, or refusal to publish quarterly delivery reports.
The Institute publishes the structure of a good decision summary. The conclusion in every summary belongs entirely to the individual DRep.
Shared standards are not shared opinions
The Institute exists to raise the quality of representation, never to align it. Members study the same material, use the same disclosure practices, and still disagree in public.
No vote coordination, ever
The Institute never endorses, coordinates, prescribes, rewards, or punishes the direction of a member's vote on any governance action.
Standards govern process, not conclusions
Disclosure, evidence, engagement and explanation are in scope. The conclusion never is.
Membership is not an endorsement
A member profile signals a commitment to work in public, not agreement with that member's positions.
Disagreement is a healthy output
Well-reasoned, well-documented disagreement between members is evidence the model is working.
