Turnout as a proxy
Participation rates are easy to compute and easy to misread. A representative who votes on every action may be engaged, or may be voting without reading.
What the epoch data shows
Across the observed period, participation clusters heavily around high-salience actions and drops sharply on technical parameter changes - precisely the actions where analysis is most costly to produce.
This is a description of behaviour under time pressure, not an accusation.
A better question
Rather than asking who votes most, ask whether abstention was explained. An explained abstention carries more information than an unexplained yes.
