What this helps you do

A headline total tells you almost nothing. Two proposals asking for the same amount can differ entirely in what the money buys and how much of it is contingency dressed as delivery.

This workbook reconstructs the budget from the ground up across personnel, contractors, infrastructure, marketing, professional services, travel, contingency and other costs, applies the stated token and FX assumptions, and puts your reconstruction beside the proposer figure so the variance is visible and explainable.

When to use this

  • A treasury request publishes a total you cannot trace to line items.
  • You want to know which categories drive the request before you question any of them.
  • You are comparing two proposals whose budgets are presented in different shapes.

When NOT to use this

  • The request is small enough that reconstruction costs more than it reveals.
  • No cost assumptions are published at all; ask for them first using the question tracker.
  • You are assessing delivery capability rather than cost; use the risk register.

  • The full budget breakdown as published
  • Stated headcount, rates, durations and unit costs
  • The ADA amount requested and any stated ADA price or FX assumption
  • The date the proposer priced the budget

How to use it

  1. 1Enter the proposer figure per category exactly as published, before you calculate anything.
  2. 2Rebuild each category from its own units: heads times rate times period, or unit cost times quantity.
  3. 3Where an assumption is missing, enter your own and label it clearly as your assumption.
  4. 4Record the ADA price and FX assumptions separately from the line items so they can be varied.
  5. 5Treat contingency as its own line, never spread through other categories.
  6. 6Calculate subtotals per category and a reconstructed total.
  7. 7Compare proposer total, reconstructed total, variance and variance percentage.
  8. 8Explain each material variance in one sentence: missing line, different assumption, or arithmetic error.
  9. 9Send unexplained variances to the question tracker rather than resolving them yourself.

Fictional reconstruction: Regional Developer Hubs pilot

  • Proposer total: 1,850,000 ADA at an assumed price of 0.55 USD
  • Personnel reconstructed: 4 staff, 12 months, 5,500 USD per month equals 264,000 USD
  • Infrastructure reconstructed: 3 sites, 2,400 USD per month equals 86,400 USD
  • Contingency stated at 10 percent, applied to a base the proposal does not define
  • Reconstructed total: 1,610,000 ADA at the same assumed price
  • Variance: 240,000 ADA, or 13 percent above the reconstruction
  • Explanation: contingency base undefined and a marketing line with no units
  • Both variances sent to the question tracker on 2026-08-07

How to interpret the result

  • A variance under roughly five percent usually reflects rounding and differing assumptions rather than a defect.
  • A variance you can explain is not a problem. A variance nobody can explain is the finding.
  • If the reconstruction comes out higher than the request, the proposal may be underfunded, which is its own delivery risk.
  • Categories where you had to invent assumptions show where disclosure is thin, regardless of the numbers.

Limitations

  • Reconstruction tests internal consistency, not whether the prices are reasonable in the market.
  • It depends on the assumptions the proposer published; thin disclosure produces a weak reconstruction.
  • ADA price movement between pricing date and enactment can dominate every line-item difference.
