Three clarifications to disclosure timing, one new commitment on delegator response windows, and what stays untouched.

Summary of changes

Disclosure updates move from an annual cadence to within thirty days of a material change. The delegator response commitment gains an explicit fourteen-day window. Wording on recusal is tightened to cover advisory relationships.

What is unchanged

Nothing in v0.2 touches voting direction. The framework governs process and disclosure only, and the independence clause remains verbatim.
